Attorney and Montgomery native Evan Milligan was the plaintiff in the Allen v. Milligan (2023) U.S. Supreme Court case that forced Alabama to add a second majority-Black district to its congressional map. Milligan has been a fellow at the Equal Justice Initiative and founded the civic organization Alabama Forward.
