Former governor William Calvin Oates (1835-1910; second from left) poses with his men at Camp Meade, Pennsylvania in 1898. Having had a distinguished military career during the American Civil War, Oates was made a brigadier general and placed in charge of a volunteer company during the Spanish-American War.
