John Basil Turchin

John Basil Turchin (1822-1901) was a U.S. Army officer during the Civil War. In May 1862, he authorized his men to sack the city of Athens. Turchin is credited with turning the direction of the U.S. Army's strategy toward attacking civilian property and buildings in addition to military targets.
