Francis William Kellogg (1810-1879) was a federal agent and Alabama congressman during Reconstruction and promoted legislation to improve Alabama's rail lines and shipping capabilities. This photo was taken by famed war photographer Matthew Brady during the Civil War, in which Kellogg served as a Union officer.
